Minnesotans aged 21 and older can now legally purchase recreational cannabis from RISE Dispensaries, as the retail chain, owned by Green Thumb Industries (GTI), officially launched adult-use sales across five of its Minnesota locations on September 17, 2025. This significant development marks a pivotal moment in the state’s cannabis market, two years after recreational use was legalized.
A New Chapter for Minnesota Cannabis
The launch signifies a major expansion for Minnesota’s cannabis industry, which has seen a gradual rollout since recreational use was legalized in 2023. Prior to this, access to non-tribal recreational cannabis was limited. RISE Dispensaries, alongside Green Goods, are the state’s two licensed medical cannabis providers that have now been authorized by the Office of Cannabis Management (OCM) to serve adult-use customers. This transition allows these established operators to cater to a broader customer base, bringing legal cannabis sales to more communities statewide.

Five Locations Lead the Initial Rollout
The initial phase of adult-use sales commenced at RISE Dispensaries in Brooklyn Park, Eagan, Mankato, New Hope, and Willmar. These five locations opened their doors to adult consumers on September 17th, following ribbon-cutting ceremonies. GTI plans to extend adult-use sales to its remaining three Minnesota locations in Baxter, St. Paul, and St. Cloud in the near future.
RISE Dispensaries has been a presence in the Minnesota medical cannabis market since 2021, operating a state-of-the-art manufacturing facility in Cottage Grove. This expansion into the adult-use market is a natural progression, leveraging their existing infrastructure and expertise.
A Diverse Range of New Cannabis Products
Customers can explore a variety of new, cannabis, products from Green Thumb’s portfolio at RISE locations. The brand launches include offerings such as RYTHM flower, known for its premium quality; Beboe gummies, offering a more discreet edible option; Dogwalkers and Good Green pre-rolls for convenience; and &Shine vapes, catering to various preferences.
This introduction of new, cannabis, products aims to meet the diverse needs of consumers while adhering to state regulations. The availability of these established brands signals GTI’s commitment to bringing its successful national product strategy to the Minnesota market, potentially fostering further brand innovations within the state.
Community Support and Charitable Initiatives
In line with its commitment to community engagement, RISE Dispensaries announced that profits from the first day of adult-use sales would be donated to two local nonprofit organizations: the Balanced Veterans Network and Metro Meals on Wheels.
The Balanced Veterans Network focuses on providing resources, education, and support for veterans utilizing alternative therapies, including medical cannabis. Metro Meals on Wheels works to combat food insecurity among seniors. This initiative highlights RISE Dispensaries’ dedication to giving back and supporting vulnerable populations within the communities it serves.
Additionally, recognizing the recent Minneapolis tragedy, Green Thumb Industries announced a donation to the Annunciation Hope & Healing Fund through the Minneapolis Foundation to aid those affected.
Market Expansion and Future Outlook
The launch by RISE Dispensaries and Green Goods contributes to expanding Minnesota’s cannabis market, which is projected to reach $430 million in 2026. While the state was slow to issue licenses after legalization, the OCM is working to ensure an equitable and sustainable market. Existing medical providers like RISE are also able to wholesale their products to other licensed retailers, further supporting the development of the industry.
